Spectrum Comms with Transport for NSW – Cities and Active Transport Division

Project Objectives

Business Improvement Districts (BIDs) are business-led, placed-based partnerships, created to support local economies and to deliver services to local businesses that are additional to those provided by councils or government agencies. Transport for NSW’s CAT division was responsible for developing a framework to streamline the creation of BIDs in NSW including legislation and regulation.

Our Role

Spectrum Comms was engaged to undertake the first stage of stakeholder engagement to inform the development of a framework to implement BIDs in NSW based on a White Paper released by the NSW Government. Our role included:

  • Providing recommendations for future engagement and communication on BIDs
  • Preparing a Community Engagement Strategy to understand stakeholder sentiment and awareness of BIDs
  • Conducting key stakeholder interviews with representatives from peak bodies, NSW Government agencies and local government
  • Maintaining the Project Portal on Engagement HQ Facilitating a webinar to present information on BIDs and provide an opportunity for Q&A
  • Receiving, collating and analysing submissions and survey data
Outcomes
  • 127 actively engaged stakeholders who participated in an interview, completed the survey, attended the webinar or
    made a submission
  • 116 webinar registrations, 78 webinar attendees, and a further 54 downloads of the recorded webinar
  • 386 visits to the Project portal, 41 document downloads
  • 35 completed surveys, 8 interviews, and 6 written submissions
